Microsoft Windows Server 2019 Essentials Edition is an ideal first step for small businesses with up to 25 users and 50 devices. It follows a processor-based model with included CALs.

Microsoft Windows Server 2019 Standard Edition is made for lower density or non-virtualized environments. It includes rights to two Operating System Environments (OSEs, or virtual machines) or Hyper-V containers, and follows the core-based licensing model.

Microsoft Windows Server 2019 Datacenter Edition is the best license level for highly virtualized datacenter and cloud environments. It includes rights for unlimited OSEs and Hyper-V containers. Follows the core-based licensing model requirements of Standard. Core-based Licensing Basics:

• Windows Server 2019 requires that all physical cores in the server be licensed. Servers are licensed based on the number of processor cores in the physical server.
• A minimum of 16 core licenses (8 x 2-core packs) is required for each server.
• A minimum of 8 core licenses is required for each physical processor.
• Additional User or Device CALs are required for any single user or device with access to the OSE.
• Remote Desktop Servers (RDS) CALs are required for any devices or users requiring remote access.
